Although the market has been liberalized, sensitive areas of the nuclear fuel cycle continue to remain under exclusive government authority. The regulator has been granted greater statutory independence, enabling it to function separately from plant operators and government-owned utilities.

Every nuclear project must undergo rigorous regulatory scrutiny throughout its lifecycle. From selecting an appropriate site and approving reactor designs to monitoring construction quality, operational safety, radiation protection, and eventual decommissioning, each stage requires regulatory clearance. The AERB also possesses broad enforcement powers, including conducting surprise inspections, suspending plant operations, and imposing penalties whenever safety standards are violated. These provisions are designed to ensure that commercial objectives never take precedence over public safety.

As more nuclear projects move into development, they are also likely to generate thousands of highly skilled jobs while strengthening India's domestic manufacturing capabilities under the "Make in India" initiative.

Despite these opportunities, the success of the reform will depend on effective implementation. Nuclear energy remains one of the world's most tightly regulated industries, and maintaining public confidence requires unwavering commitment to safety, transparency, and environmental protection. Land acquisition, long-term radioactive waste management, project execution, and regulatory oversight will continue to be important challenges that policymakers and industry participants must address.
